Dio can't attack if he's passively getting nulled.
 
This is an inconclusive. Dio can't do anything because he's getting reset, unless we assume that the Beyond is going to make him win which is a stretch. And Giorno can't kill him.
 
Yeah, except Dio's plot/fate hax doesn't work like that. It took him 100 years of planning with the Passion, Beyond's gift, to become the ultimate lifeform and take over the world, and he still failed.

The Beyond is more like if you really wish for something and strive towards it, you'll be more lucky in succeeding with it.

I thought he lost because he stopped believing in his Beyond rather then it not working

According to SBA this should be a victory for Giorno. While he can't hard Dio, he already incapacitates him from the start.

Ok and? That doesnt matter because DIO was completely immuned to his Causality manipulation, and the fact he got soeed blitzed by DIO results of that.
