Wailmer is shown flying in the latest trailer for Sw/Sh. Even higher than Pokemon like Charizard. Makes sense given that the whale is partially supposed to be based off of a blimp and is literally called a Float Whale.

I was about to call it simple game logic like how Walord is floating in place in battles in Pokemon XD but if he's legit flying then I guess it's fine.
