I mean, TWSITD made the Heroes' Relics in the first place, so it would be strange if after 1000 years they still aren't able to match them. In the final battle of Verdant Wind, Nemesis and the Ten Elites all have comparable or superior replicas of the Heroes' Relics, so TWSITD must have figured out how to make them without having to use dragon parts.
