It's not that she can't affect those whose magic power is above hers (proven wrong when she healed August, who is leaps and bounds above her). It's just that certain people have some sort of power that makes them too strong for her to affect. (Neinhart had the enchantment, and Natsu had that E.N.D tumor inside of him. No one else was shown to be resistant)-
