Yes they can, and if they dont get that skill from being clones of me than I am giving them it with Ciel.

[Clones can't upgrade each other with Skill Promotion. When you use Skill Promotion your skill simply gets upgraded and this goes for all your clones too. It would be no different from when you're using it without clones.]
