We all know Heaven Acension DIO is the strongest JJBA character and Jotaro beating him was due to DIO's arrogence as well as PIS (Maybe just PIS). But who is the SECOND strongest JJBA character?

Plot: Kars decides to try and take Star Platinum Over Heaven so he can be even stronger than before and travels to EoH Jotaro's universe via D4C ultimate.
