Alright Goku Black saga has been finished, basically...

Vegeta: Stronger after the Universe 6 saga
Goku: Stronger after the Universe 6 saga
Trunks: In SS2, is equal to maybe slightly stronger than SSJ2 Goku. SSJ2 Full Power Trunks is implied to be on par with SSJ3 Goku. Trained alongside Vegeta

Goku Black: In SSJ matched SSJ2 Vegeta at a disadvantage | Post zenkai boost he matched SSJ Blue Vegeta in SSJ. | In SSJ Rose beat SSJ Blue Vegeta to near death
Vegeta post Hyperbolic Time Chamber training: Stomped Goku Blac Rose via quick bursts of SSJ Blue

God Zamasu: Oneshot blitzed SSJ God Goku + Vegeta, effortlessly beat down both SSJ Blue Vegeta and Goku, but was pierced by the latter's Kamehameha
Vegito: Vaporized God Zamasu's arm while in base form. Dominated God Zamasu even further in SSJ Blue
Goku Perfect SSJ Blue: Mastered SSJ Blue, fighting on par with God Zamasu in this state

Actually Back used normal ssj, the lightning is just there for affect
 
Alright I'm putting the finishing touches on the Tournament of Power arc (kinda messy though)
Universe 6
Caulifla: Sent Cabba flying with a kick, fought with Final Form Frieza in SSJ
Kale: Slightly staggered Golden Frieza, stated to be stronger than SSJ Caulifla
Super Saiyan Kale: Overwhelmingly stomped Golden Frieza, later grew strong enough to match SSJ Blue Goku.
SSJ Berserker Kale: She casually oneshot Toppo and SSJB Vegeta, easily threw Magetta out of bounds, oneshot SSJ Cabba
Hit: Trained since the Universe 6 saga, kept pace with SSJ Blue Goku. At max power could stagger restricted Jiren with Time Lag

Kefla: Far stronger than either Kale or Caulifla. Easily defeated the entire Pride Troopers. Later fought on par with Gohan, managing a dual knockout

Universe 7
Vegeta: Has become sharper since the God Zamasu arc, mastered SSJ Blue, oneshot Dypso and matched with Toppo in SSJ Blue
Frieza: Has been image training since Resurrection F, fought with Goku offscreen, fought Super Saiyan Caulifla in his Final Form. As Golden Frieza stomped SSJ Caulifla and her combined with SSJ Cabba
Goku: Fought with Frieza offscreen. Overpowered Toppo with SSJ Blue, overpowered an initial SSJ Kale with SSJ Blue, who had just dominated Golden Frieza
Android 17: Fought with SSJ2 and SSJ3 Goku, Goku chose to avoid fighting him continously, commentated as strong by Goku
Gohan: Has been training as far back as the Goku Black saga, trained by Piccolo before the tournament. Defeated someone capable of restraining Piccolo, fought on par with Kefla, managing a dual knockout

SSJ Blue Kaioken Goku: Staggered a Restricted Jiren
SSJ Blue Evolved Vegeta: Oneshot Toppo, staggered Restricted Jiren and was acknowledged by him

Ultra Instinct sign Goku: Considered superior to SSB Evolved Vegeta, superior to Unrestricted Jiren
Perfect Ultra Instinct Goku: Completely stomped Unrestricted Jiren. Matched Full Power Jiren, to the point it became a battle of stamina

Universe 11
Dypso: Fought SSJ2 Goku alongside Toppo, stomped SSJ Cabba
Toppo: Stomped SSJ2 Goku, fought and managed to defeat SSJ Blue Goku, fought with SSJ Blue Vegeta
Restricted Jiren: Casually sent SSJ Blue Goku flying, effortlessly stronger than SSJ Blue Goku, stomped both Hit and SSJ Blue Goku.
Unrestricted Jiren: Oneshot and broke Hit's full power time lag, stomped SSJB Evolved Vegeta, overpowered both Golden Frieza and Android 17
Max power Jiren: Matched Perfect Ultra Instinct Goku, to the point it became a battle of staminana


I think separating them by Universe maintained some form of order

OK frist thing is "true ultra Instinct is actually called Perfected Ultra Instinct the silver hair UI true ultra Instinct is actually shows up in the granolah Saga as gokus own version of UI

Second the scan for ssj caulifla doesn't work

Third is SSJ Blue Max Power Goku is just ssj blue kaioken In the manga

forth thing is that "Super Saiyan Kale: Overwhelmingly stomped Frieza, later grew strong enough to match SSJ God Goku" goku was in ssj blue in that scan, not God
