Kyo is quite the strong opponent. Still I give this to saber via precog and excalibur.

High 7-A might be restricted, but Excalibur is still as strong as it can be within tier 7-A. That makes it flatout 1 gigaton. The calc used for Kyo's rating has a high end of only 344 megatons (using the high end of that calc is questionable as well, but who cares). Being at least 3x stronger means excalibur will have no problems going through his defense and regen.
