How come Zamasu is Low 2-C and other to tiers aren't? Shouldn't the top tiers be stronger than Merged Zamasu?

Zamasu was becoming one with the Universe, and has a key for this form, so this doesn't scale to anyone, with the possible exception of Zen'o

Unless there is explict evidence that Beerus or Whis are above Merged Zamasu, he's in the God Tier.

I have a question about Fusion Zamasu's page. It says that in his Light of Justice form, he was able to fight evenly with SSB Vegito. Wasn't Vegito beating him during that fight?
He was beating him up but not killing him and he didn't take any more damage from Vegito until Trunks sliced him.

Exactly. Vegito couldn't kill him because he was immortal but he was clearly superior. So how does that count as fighting evenly?

What I don't understand is why people assume the Low 2-C Zamasu is the same person as Fusion Zamasu, hell the faces we saw were of Zamasu not of their fusion. We have no idea how strong Zamasu was at his very end, for all we know he could've been an infinite amount stronger than his Merged form.
