Shouldn't the angels in DBS be "At least 2-C" since they're far stronger than the GoDs and likely stronger than infinite Zamasu?

We avoid using "At least" for Tier 2 and above as no amount of raw scaling chains will ever make them exceed that. There needs to be implications for a possibly 2-B or anything beyond that or a comparison to someone who has tiers for that to advocate for at least.

DarkDragonMedus is correct, they are stronger than Infinite Zamasu but they wouldn't apply for the "At least". It's the same thing as why characters don't get "at least" if they are faster than someone who is rated as Massively FTL+ because that goes on until infinite speed, so without any infinite speed showings, "at least" isn't usable in that scenario.

Unless you got evidence that they could potentially jump to the next tier or higher (Like say, some vague references to 2-B or 2-A or above), then you're not getting an "At least" rating in the High 3A/Tier 2/Tier 1 realm. Upscaling and multipliers have no power here save for powerscaling chains.
