Case for Low 2-C Jiren and Goku

In the one hour special of Dragon Ball Super, Supreme Kai states that Jiren is the strongest person they ever faced. However, Supreme Kai was there to witness Infinite Zamasu, Low 2-C. If we take that into account, wouldn't Jiren be considered stronger than Zamasu? Also, there's also the fact that when Supreme Kai stated this, Whis stated that Jiren wasn't even using his full power.

Jiren and (to an extent) Goku should be Low 2-C as well as they are implied to be stronger than Infinite Zamasu.

What do y'all think?
 
By scaling shouldn't they be upgraded to low 2-C? I mean the requirement for low 2-C is creating/destroying universal spacetime continuums.

- Vegeta has destroyed the whole RoSaT twice.

- Goku destroyed Hit's parallel dimension.

- Kale destroyed Cocotte's dimension.

I know these were pretty small dimensions, but it shows that:

> they are capable of destrying spacetime continuums

> they have universal range since BoG, and now Jiren and Goku shook an infinite void which also proves that at least Jiren and Goku have universal range.

> now they have got scaling on their side via a statement from Shin, who saw all the events invoving Infinite Zamasu first hand.


So if they are capable of doing so to a finite dimension, and they have universal range, shouldn't they be able to destroy a universal spacetime continnum (which is the requirement of low 2-C) when even the scaling suggests so?
