According to that Shin Budokai is a direct continuation of the Janemba movie, so would it be possible to update his tier and hax?

Yeah, probably because the person who suggested the creation of this profile doesn't actually know how to do it.

For now I agree that this Janemba is not much different from the original, and therefore doesn't deserve a profile, but anyone here is free to create a sandbox or a blog and show it to us for evaluation.

It has to be fairly different story-wise, not just stat-wise.
