Can Perfect Cell's regen be negged by people comparable to him or slightly stronger?

I'm pretty sure we already established that, hence why this thread died. While it's inconsistent, Ki has repeatedly been shown to vaporize stuff- why Buu has Mid-High and why Cell's Low-High was overwhelmed. It's a property of Ki- Once you're stronger than the opponent by a sufficient margin, you can vaporize them. It's not the sheer force so much as it's a thing with Ki.
