EVERYONE!? Just the God & Top tiers scale to that value: Yonko, Admirals & some people who can put up a fight with these guys. Most of the Pre-Timskipe Era doesn't exist to you? Even a majority of the Post-Timeskip doesn't scale to those value either. No one in Fishman Island, Punk Hazard, Dressrosa scales to that value. Other than Big Mom, nobody else in Whole Cake Island scales to that either. Even as late as Wano there are plenty of character who don't scale that high.
