The justification for Lex Luthor (Post-Crisis) being 9-A is kind of shaky, but I found a potentially better one.
"Nearly defeated The Joker, who mentioned many times that he was in pain" citation would be Salvation Run. (CW: very bloody)
Think this can be added to support his rating?

I've carried out the edits in the Projectile Dodging Feats page as that was the only page I found with the old formula (Ironically, using the new formula didn't change the results of the example there so it most likely seems that someone forgot to add the deg symbol there).
Seems like someone else beat me to it in the Calculation Guides page.
