Don't have the scan but the abridged is Chaldea were using some comms to talk through time, Gramps didn't like it so he "cut" it. Everything Gramps cuts is applied Evening Bells = MEoDP = Cutting/killing concepts.

Not how i am understanding it. Both of them "kill" in a similar way, but that's it. It doesn't mean they share the same power or origin
As for the cutting concept of communication

That doesn't look like cutting the very concept of communication itself, but more like cutting the hologram/interfering with their communication with Chaldea somehow
