Then 18 survives inside the same black hole that restrained 17, who is also listed as universal.
And then she wasted someone (Tupper) who was completely dominating base Goku, who is also universal.
And then she took hits from Gamisaras, who in turn took hits from universal Piccolo.
Plus she also fought Cocotte and effortlesly dodged Kahseral's hits, both of whom contributed to a beam that was overpowering SSJ Kale and SSJ Caulifla.
So why is Android 18 still at large star level when literally everyone she encountered in ToP is universal? If that's about Katopesla, we also see in the recent episode that his x300 power and speed is enough to keep up with SSJ Vegeta, so even his base power shouldn't be far from base Saiyan. And so, him blitzing 18 doesn't even disprove her being universal since he is fast enough to keep up with SSJ Vegeta while 18's showings lay in base saiyan power range.
And since her performance against Shosa and Majora was similar to Krillin's, he should get the upgrade to universal as well.
