Its...complicated, me and jinx are still trying to figure out exactly how the general verse should be scaled, because there are arguments for both stars and attack points being used as their actual stats, but either way everything would upscale from stuff like Galaxy-Eyes Cloudragon, a 1 star monster with only 100 attack points which is the size of a galaxy

The Hoopa movie is unironically an absolute clusterfuck of scaling where the legendaries will go from no selling an attack to getting one tapped by the very same attack they just tanked. Or they get hurt by a legendary that should be far below one that they just fought.
Honestly I've always had a feeling that Gamefreak's intention is that the creation trio aren't actually supposed to be universal in terms of raw power but in terms of hax. Dialga and Palkia weren't creating Cyrus' new universe by shooting some energy beam but by emitting some vague energy. Even in the anime its unclear how exactly that power translates since the story still entertains the idea that Cyrus and his universe might still exist despite Dialga and Palkia shooting at the portal he jumped through.
I can't speak on the manga but at least in the anime if you accept creation trio scaling then it creates an absolute ******* mess where literally anyone who doesn't get instantly evaporated by a CT scaled Pokemon is now also being scaled to the CT. And then those Pokemon battle other Pokemon who then also get scaled to the CT. And so on and so forth. It's just a rabbit hole with no end in my eyes. Even Death Battle brought up how Ash can't really scale to the CT because he fought Cynthia because he also fights Lugia and Mewtwo and struggles so now those two are somehow on the level of the CT.
