Gonna be like that one english assignment where you had to yap about some additional BS that doesn't matterYou think so, but you understimate people ability to yap about a character who only appeared for a few chapters in one arc.
I read a Nappa vs Conquest script a while ago, and while the analysis is not that big, is atleast not one sentence.

Its just a slug fest but they are villains so its automatically more fun.also pray DB fixes scaling
But it really is too small fry nowadays. With limited eps a year its not a priority. These mid-scale MUs are hurting. I doubt GoroMachamp would be done in indie era.

I guess if you're going strictly by game mechanics logic, but Pokemon base stats are an infamously unreliable metric for powerscaling purpose in general, IMHO.
For example, compare the ATK of Whiscash (78) & Teddiursa (80), where Whiscash makes multi-mile tremors.
Or Arceus, the God Tier of its verse, being outdone by Machamp, who's known for being able to move a mountain with 1 of its 4 arms, or Cranidos, which, while less than Machamp's base ATK, is also higher than Arceus, yet Cranidos is known for... breaking trees.
Meanwhile, Rhydon with its base 85 Attack is said to be able to shatter a mountain.
Or Escavalier & Vikavolt, who are both said to fly at high speeds, but have base speeds of like, 20 & 45, respectively, IIRC.
Onix is infamous for its low base stats in everything but it's 160 DEF, as it was balanced to be the first boss, the ace of Gym Leader #1, Brock; Onix has the same base 45 attack as Pidgey. Compare with your Kanto starter of choice, Bulbasaur (49), Charmander (52), & Squirtle (48).
All of your first stage Kanto Starter choices have greater base ATK than Onix, & that giant rock snake ties with a common bird because the devs wanted Onix to be an introductory boss.
Or Dodrio & Linoone both having base 100 Speed.... Until GameFreak patched Dodrio's speed in Gen 7 to be 110; It's an arbitrary mechanic.
Base power for moves is sort of usable because it's shown to the audience, but it's primarily there for game balance.
Dialga's signature move Roar of Time is 150 base power, but Tinkaton's Gigaton Hammer is 160 base power. Is Tinkaton stronger than Dialga?
Is any Double-Edge stronger than Earthquake because 120 is more than 100?
& then there's Explosion with 170 BP in Gen(s) 1 through 4 & 250 in Gen 5 onwards.
& base stats are basically not shown to the audience at all, they have to be derived through calculations that also account for another hidden-from-audience-values system, the Individual Values, & the somewhat more openly-presented Effort Values stat experience system.
Base stats are not a reliable metric for powerscaling.
If you wanna, like, calculate how the battles will go according to the gameplay, then yeah, use them, but....

If its pure Poke BR ig it might be fine? VS already uses compositing to create impossible things, pure stats and no TMs comparison might be interesting.
Also like, they would actually be stats equal otherwise which is pffffft

But yeah, Bugsy vs Weevil has some shockingly good fight progression and combat interaction potential
Weevil's original gimmick of stalling until his Petit Moth can evolve into Perfectly Ultimate Great Moth combined with the pokemon joke of bug types evolving stupidly fast, just have them lead with Petit Moth and Caterpie and immediately sideline them as they both go into their cocoon forms until the climax
The debate of Sea of Orichalos vs Shedinja's soul sucking
Scyther vs Basic Insect that turns into Scizor vs Basic Insect w. Laser Cannon Armor

What are you taking into account for Bugsy's team? Orbeetle suggests to me that you're counting the TCG, whereas Caterpie likely comes from the anime, doesn't it?
Should Bugsy's Stadium teams count, too?
Wouldn't it make more sense for Bugsy to start with Weedle instead of Caterpie so that it can evolve into Beedrill and use its Mega Evolution for the climax?
I feel like Perfectly Ultimate Great Moth kinda stomps when it shows up if we take into account level scaling like Death Battle did lol

Actually yeah weedle works better, though bugsy does have both in the games but mega Evo works
So funnily enough bugsy actually has decent scaling in the Manga, took a direct attack from a bloodlust3d arceus and only got knocked out
