Yes and no. At best the Black Blood Dress would allow Maka's durability to match Ruby's power
Problem is if Ruby just disarms Maka, she loses the ability to use the Black Blood Dress, as she can only have it active while wielding Soul

She does not no, even at the end of the series Maka barely has any feats of lifting strength or lifting scaling, even Volume 1 Ruby has better feats of lifting than her, and thats without taking into account that she can just use her semblance to disassemble Soul

Both Kid and Asura acknowledged that that attack would have killed Maka if the rest of DWMA hadnt stepped in to stop him from using it

because i find it highly doutable that a end of series maka at her final form is going to be billions of times weaker than her peers, especially when thinking that even if she only has a small percent of power compared to her peers thats a well enough amount to dwarf ruby. I also feel like im not too experienced to comment on this till I actually read soul eater and I want my info from the actual manga and not someone who has an agenda

Okay so youre just not aware then, i'll give you some leeway in that regard. I do highly recommend you read it though, because Maka being absurdly weaker than her teammates is a major part of the overall story.

Maka and BlackStar acknowledging that Asura punching her would have killed her and that she only survived due to her regen, then acknowledging that even with the Black Blood Dress she cant hit or cut Asura on her own and needs her teammates to restrain him so she can bypass his defenses with her Madness Wavelength because its his weakness
BlackStar taking a blast that would have killed Maka if it hit her directly, and even then it broke his arms and spine (Ie. Full Potential BlackStar > Black Blood Dress Maka)
