No it's deconstruction, they make a distinction in it's effects vs the normal teleportation of specific sheikah tech.

There's no lore saying or even inplying the ancient arrows just don't work on anything too strong, it's why Ganondorf has a resistance to deconstruction for only being damaged by them in TOTK. Shooting arrows is also about as fast as Links normal attacks which are relativistic if not faster so Aang isn't reacting to them.
