Ok, so I'm thinking Koby is significantly stronger than BB Pirate fodders, not just because of the punch, but also because he resisted the Hancock stone attack, likely due to stronger Haki. I believe the fandom's ranking for that would be high YC3.

Helmeppo and Grus are probably at least as strong as the fodder BBs.

And they'll never let Bogard do anything again I guess.
 
What's this about Koby having "less fighting skills than a normal person?" That doesn't make sense. Does a normal person now just have Intermediate Buso and Rokushiki?

No what they're saying is that Koby originally (back when he was a normal person) had no aptitude towards combat compared to the other recruits, so to make up for his lower capabilities, he had to train 200x's harder than the other recruits. So on top of Garp's training, he also did his own secret training by hitting the battleship bags.
 
I do see a little bit of Haki lightning on Honesty Impacts (the double page spread), but it's only infront of Koby and it's in such small amounts compared to Garp that I do think it's just Haki Sparks (CoA).

Although, now that I've seen it in better detail, I actually don't think Koby made physical contact with the arm since Koby is quite a distance away and the Haki Sparks are also a decent but in front of Koby as well (not on him), so either the sheer force of the punch produced a destructive shockwave, or Koby used Buso Emission.
