Actually Broly doesn’t even need good ki control. As long as Goku is good at controlling his ki then he can mitigate the universe destroying shockwaves. Like when he fought Beerus

Broly and Gogeta only directly clashed head to head twice that entire fight IIRC and each time literally performed feats that were unprecedented for the DBS cast they would scale to up to then, shattering through the universe to another dimension and destroying it. Even if said feats aren’t quantifiable to 2-C in terms of environmental destruction, the novel outright describes their reality shattering clash as a new dimension of strength and should upscale via similar reasoning here for shaking the WoV being 2-C/above the GoDs.
Broly is not a remotely valid example for the perceived supposed inconsistency.

Because it doesn't work for GoDs. They are effectively banned from engaging with each other in physical combat in any manner whatsoever, lest they risk the destruction of their respective universes, and this isn't something they can control simply because of their godhood, IT WILL HAPPEN REGARDLESS OF HOW INSANE YOUR KI CONTROL IS IF YOU ARE A GOD OF DESTRUCTION. Everyone else is fair game, however.

No they never destroyed the universe despite them going all out. Reality shattering is just in reference to them breaking into another dimension

Because it wouldn't make sense. The whole purpose was to test the durability of something. Why would they make it so it wouldn't be affected? They weren't looking for a fight. They were looking to test the stage.
