I don't know what are you talking about, the seiko stopwatches clearly uses ' to separate minutes from secs and '' to separate secs from centiseconds

Yeah, it's crazy how addicted I am to this series now. Every chapter just leaves me wanting more and more.

The MA scene was more of a stopwatch from the narrater/murata, while the DSK scene was from a security camera and shown to us from HA workers. They aren't the same.

Nah, different timers use different measurements (this one ain't even from the narrator is from a camera of the hero association)
But the ' is always used to refer to minutes and " is always used to represent seconds
