Phoenix imo was probably more of a threat than pre retcon orochi. Enw now that he's the ocean is likely superior to Phoenix now.

Yeah, I would personally consider them high dragons as well, especially since I consider Flash to be at the bottom of the above dragon barrel.

They are on par with Flashy in speed, and they could harm them with their attacks making them scale to his durability.
Flashy took like 5 punches, while off guard and from behind, from PS and survived.
Pretty sure everything about them let’s them be above dragon tbh

Flashy blitzed them to death, they're on par with casual FlashyHarmed by String, no sold a A kick while they were in demon form (meaning he has to have been holding back), Kicked Flashy but he received no visible damage and Flashy was still holding back, Confirms he was sandbagging the whole fight just so he could get a double kill.
Just compare the visible damage Flashy received from PS compared to HF and GW, one made him spit blood while the other got no visible damage indications.
This isn't to say HF and GW aren't strong but they aren't on the same caliber of strength as above dragons lol.
