Alright, I couldn't wait any longer for other's input on how we should calculate the black sperm tidal wave so I did a super rough (and probably not very accurate) version.
Scaling to a building in the middle, where 3 stories are 12 pixels tall and the height of the sperm tsunami is 270 meters by comparison. The perspective is high above the ground, so I assumed 150 meters. At that height, the horizon is 43.7 kilometers away. Finding the volume as a quarter cylinder...
(270^2*pi*43700)/4 for avolume of 2.5*10^9 * 985 kg/m3 (density of a human) = 2.4625*10^12 kilograms of sperm. Now let's find KE. Assuming baseline speed of sound, (2.4625*10^12)*343^2 = 2.89*10^17 joules or 69 megatons, 7-B+.
How fitting that Black Sperm should get 69 megatons.

But a real answer is that City Z was mostly abandoned Post-Meteor. The people who stayed would've fled when Orochi started to tidal wave his city or when Saitama punched Rover into a wall hard enough to split it to the top.
