Laxus scale equal to jellal who summon a meteor in blind state= 578 megatons
While Kakashi scale to Obito who overpower naruto who surpassed Jiraiya who scale to 532 megatons of ninja art rain tiger feat.
Since Kakashi didn't always start Kamui it's very unlikely to start a battle start, and it's also a open plain/filed if laxus lightning attack hit him then it's pretty much over of Kakashi since his lightning can paralyze his opponent. Kakashi pretty much can one shot with kamui but it's unlikely to do as battle start, if kakashi have limited precognition, laxus get extrasensory perception and dragon sense. It's kinda hard for me to give a vote, so i will wait.

Kakashi was able to catch even Kakuzu's lighting with his bare hands,when he was weakened.Naruto verse lighting jutsus also paralyze.

Definitely giving this to Kakashi, while yes all his Lightning Jutsu's which are his specialty are useless as they would just make Laxus stronger, Kakashi still has thousands of jutsu that are different elements that would be far more effective against Laxus, not to mention Kamui is a One Shot for him, Laxus ain't winning this because Kakashi's versatility outclasses him hard
