Kakashi can win by genjutsu but if laxus can resist it then maybe laxus wins. I am going to vote kakashi just to be safe.

Yeah but most people of any note are still above that (also some lower rank stuff has better feats then higher rank stuff sometimes so it is likely only A rank for its wide AOE and instant incapping)

Sharingan genjutsu can be used via eye contact
His normal genjutsu is just doing a handsign then they are effected by it
also in case you wanted to know in both of his main battles which he was not aiming for the kill he used genjutsu
