Just a curious question, if Zamasu's plan went to completion before Zeno stopped him, would he be the strongest character in DBS?

Would Zamasu become the strongest?

This question and my answer is purely speculative, however I'd think Zen'ō's status as a supreme being would make someone like Zamasu unable to surpass him under any given condition.
However I guess if Zamasu did manage to fuse with every single timeline in the DBverse, he'd be stronger than Zen'ō, but whether or not Zamasu can do that is also purely speculative.

That seems like an NLF. Plus, Zamasu would become Omnipresent, which makes him blitz Zeno

I said my answer is purely speculative. However it isn't a NLF. It's just me saying I don't think a higher being like Zen'ō can get surpassed by someone like Zamasu.
It's like saying I don't think Yamcha would ever be able to train hard enough to the point where he can one shot Whis. That isn't a NLF.
If anything is NLF, it's the assumption Zamasu can grow stronger than Zen'ō in the first place, even though that has never been stated or shown. And I did say if Zamasu hypothetically fused with every single timeline in DB he's be stronger, but again there is nothing indicating he can do such a thing.
