Why is DBS Anime Frieza High 4-C?

Basically this. Frieza is scaled to High 4-C in his first form by scaling above SSJ RoF Gohan, but the same Gohan is 4-B

Shouldn't either Frieza be upgraded to 4-B or have Gohan be downgraded to High 4-C?

DBS Anime is scaled from the orignal manga, so Frieza would scale from manga feats

Oh yeah. Frieza can actually sense ki in DBS and he wasn't afraid of Gotenks in the slightest

This was a Gohan who stopped training for long time. Ain’t no way he’s still comparable from the Buu Saga

Except it was shown how he was more than a match for Togama possessed by Ginyu; who withstood a heavy blow from SSJ Gotenks. And when angered by Piccolo's death, he generated Ki that Goku could sense when he was struggling to sense them from afar beforehand. And he was still in his Ultimate Gohan form in BoG saga.

RoF base Gohan was stronger than. Piccolo, even if we assume piccolo was still at DBZ android 17 level, that's still a 50x boost from whatever value dbz 17 has

So whole definitely weaker than his ultimate self, jebwas ironically stronger in equal forms than his Buu saga self

I could had sworn he was just a SSJ when Goku sensed his ki. However, that was him being angry in order for him to generate that much power. It still wouldn’t make sense how he got weaker yet as a SSJ he could be as strong as his Ultimate form
