Why Base Ganondorf is above Island Level

In Wind Waker(spoilers), Ganondorf finally gets all of the Triforce pieces together, including his own, which he was going to use to undo what the gods did(which would also make the Triforce scale to the Golden Goddesses) and bring the world's water back down. However, King Daphnes Hyrule wishes upon the Triforce before Ganondorf can, sending ALL of the Triforce's pieces away, including Ganondorf's. Meaning the Ganondorf Toon Link fought at the end of Wind Waker didn't have a single Triforce piece. And that same Link fought Bellum, who was going to absorb a planet-sized construct.
 
Why is this even made when base Ganon is moon level? The berserk, incomplete Ganon from the Oracle games is island level.
