Most people are on board with a more direct Low 2-C, possibly 2-A. Looking at staff and knowledgeable user input so far that's likely what's going to stick, as it doesn't look like any other ground-breaking information or feat is still missing.

Looks good to me. Don't disagree with the range or haxes. Range and dimensional travel were and are key in the way I see his powers and tier, would be very hypocritical to go sudden disagreement on these ones.

Ben Tennyson but he's given time to transform into Alien X. Was thinking of giving Bill some knowledge so that he'd have a win condition of travelling back in time to before Ben transforms but I don't even know if that would work. Without that, it's a Low 1-C vs 2-A

Alucard's case is different, it is in the context of being within a place, and not him existing and non-existing physically in his part. His quantum manipulation serves for him to be at any place and at no place at the same time. Bill's case is direct existence and nonexistence simultaneously, everything he is, he is not.

But of all the input above, no one's claiming At least before Low 2-C, and those include staff. I was one of the first people to mention Low 2-C seeming more accurate than tier 3 (which does sell Bill short). But at least shouldn't be put before the Low 2-C. This was argued before as well, it being either one or the other.
