Not really, there is nothing on the page like that, it only says that it gives resistance to Sleep Manip to some degree or smth like that.
Bill is immune to Dream Manip via sheer technicality: he never slept and dreamed, meaning that there are no dreams to manipulate in the first place. If a guy with SS 3 slept and dreamed, he would not get Immunity to Dream hax.

I do not think that linking a 2004 document is hard evidence on its own. It's not even that new for GF to link other medias like this, like the website in the countdown even linking to Gatzby. It might've been a random thing added there for the fun of it.

Ok so I forgot another thing I did to the sandbox, aka removing Type 7 Immortality.

The reason why is that Bill is "Half-Alive" explicitly after the events of the show (aka after Bill died), and he's essentially incapacitated in that state, as he cannot do anything until he lures the reader of the Book of Bill in his deal.

Aka either we remove it entirely, or we specify that it's applicable only after his death/erasure.

I made this for his immortality:

• Types 4 and 7 (Not combat applicable and Mid-Godly overtime. Through summoning the Axatotl, he can come back after his erasure,[9] with the latter actually doing so,[10][5] although the time required to do so is left ambiguous, other than the fact that Bill would be left in a weakened state where he's only "half-alive", requiring to lure the reader of the Book of Bill in accepting his deal in order to fully come back to life[5])

I'd reword it into something like "While he is in someone's mind, memory erasure can be used to permanently erase him, with Bill requiring to summon the Axolotl in order to have a chance to survive."
