If speed is equalized then Gray beats Sanji. He most likely has greater attack potency, since he beat the shit out of Invel who is at least city level. He can probably freeze Sanji faster than Sanji can attak him because of his range advantage. Actually, Sanji might not even be able to get out of the ice by himself, since Gray's ice is not normal. I say Gray beats Sanji if speed is equalized, If not, Gray loses.

Sanji for having a way to counteract Gray's powers + being a way better fighter than him. And just having way more options to fight him with.

gray for better strategy and also better powers, gray can instant freeze and is good in both close and long range. his ice devil slayer magic can't be melted or destroyed easily.

Actually devil slaying magic was never melted by fire even atlas flame couldn't.
This is actually easy win for Gray since his maker magic gives so many option,s to him and his devil slaying magic can't melted so if he gradually freezes parts of Sanji it will be really hard for him to break and keep constant fighting.

I think Gray would freeze Sanji so that he doesn't get speed blitzed...though personally I think that Fairy Tail and One Piece characters are similar in speed.

anyways, this is a easy win for gray, he has always won his fights using strategy, his ice maker magic gives him a lot of options, and his ice devil slayer can't be melted easily even atlas flames with his hellflame couldn't melt it so this is a easy win for gray.
