Dedede > King K. Rool > Bowser > Eggman imo
In terms of how evil they are (left to right, least evil/cruel to most evil/cruel)
 
Actually, come to think of it, K Rool is definitely more evil than Bowser
While he only imprisons his victims and doesn't kill them, he's still just generally much more of a douchebag (for example kidnapping DK out of nowhere, I don't recall Bowser ever trying to just randomly kidnap Mario unprovoked) and he even abuses his own men too.

K. Rool just kidnapped DK to be an ass.

Sure, he is nice to peach, but we never see what would happen if she were to actually live with him. He has a short temper, he even screams at his son at times for minor things. As a husband he'd be emotionally abusive with his temper tantrums and only his whims actually mattering. Peach would basically have no say in anything and would just be there to be his and to be pretty.

He's just a little quirky. A little understood if you will. I can fix him, but maybe I like how crazy he is more.

He kidnapped Mario and stole Peach's castle in Super Princess Peach

He was barely ever a villain
Iirc one of the worst things he did was steal the entire town's food for himself which is bad but honestly kind of tame compared to what other video game antagonists did
But by the time of Kirby's Adventure he was basically just an anti-hero since he was just trying to keep Nightmare from being unleashed there
Since then I don't remember him doing anything particularly evil (without being hypnotized and/or possessed).

he stole his country's food, he stole all the stars in the sky and had a few more villanous acts I believe. He also mishandled the nightmare situation.

"mishandled the nightmare situation" Even if that was true, what he did was much better than just allowing Nightmare to run amuck in Dreamland, and that's my point.
You may not like his methods, but you can not argue with the results.
Though the other examples are fair, but like I said, that's basically all he did. By the time of Kirby's Dream Land 2/3 (can't remember if he got possessed in both or just 3), he only really did evil shit when people manipulated him into doing it.
 
Those 5 to 10 random Blue Names dropping "agreed" at the beginning of every high tier CRT. 99% you know these people could neither proof nor disprove the thread in question but bloat the thread up like their opinion matters.

1-A threads in general. I dont pretend to be knowledgeable on this tiering, especially not since Ultima took the previous version behind the shed and old yellerd it. And i especially dont even attempt to judge wether or not that general revision was good or not. But the amount of 1-A CRTs cropping up recently for verses you either NEVER heard of, or were barely higher dimensional in the first place and NOW start to be potentially 1-A? I fully understand why nearly every mod ghosts higher tier threads like the plague.

Also I think 2093 is better than GNX
