She is only likely Galaxy Level so she might as well be 4-A too.

lets not forget depending on the character selected Marisa and Reimu beat Yuuka twice without the spell card rules, and they went through several enemies before getting to her.

PC-98 Reimu is At least 4-A, likely 3-C, just like Yuuka.
