I seemingly have a statement which says that Cell wasn't able to move in the face of the power of Tien's Shin Kikoho.
Obviously not verbatim but it virtually says "Even Cell was immobilized in the face of that power." (Yes, it is referencing the Kikoho.)
As for a statement above the Tri-Beam or Neo Tri-Beam multiplying the users strength a large amount, I'd have to look.

Agree with Medeus's reasoning, he did fly higher up each time one beam ended so it does not seem to actually deal substantial damage

I mean, for stuff like this, I think it's also that characters have some sort of honor, and they don't resort to gruesome tactics like just aiming for a complete decapitation

Actually after looking at the OG db chapters I’d like to change my opinion to agree with Damage’s interpretation
Kikoho was praised by Roshi for its destructive power and it was stated Kamehameha would be no match clearly indicating its raw power based oriented of some paralysis attack
So I believe it should be “old rating, upto 4C with Kikoho”

It would be with Shin Kikoho. Regular Kikoho would still be Tien's current rating.

It actually is, I beat majin buu with a bomb that deals 2% damage and 98% timestop while your ki blast does nothing then I’m not stronger ap wise even tho I’m technically putting buu down for a whileBut it's not about the damage

Idk why there's this much contention, it's a specific attack, a specific attack that is an upgraded version of an attack that eclipses the shit out of an attack that can literally bridge one shot gaps.
There's so many reasons why he might not've whipped out before, from meta shit, to even just his ass might not have invented the technique yet, who knows, who gives a shit even, the thing has literally one feat, and that feat scales it above a certain threshold. Tien not believing he could do anything is also vague, like, he could be blitzed, he could be one shot himself in turn long before he gets the chance, maybe it didn't exist at the time, legit who gives a ****? There's so many variables at play it pales compared to the actual feat. Feat exists, the actual move itself doesn't have contradictions toward its power.

I know it's a different thread and technique, this thread is aiming to give the Kamehameha a 'higher, up to X' rating, so it's not unprecedented for a technique at full power to be far above what the user can normally do.

I don't think anyone is denying that Kikoho is stronger than the user. Certain people here just don't see it bridging multiple tiers.
