1. Not on his profile yet, but in the 2020 Guardians of the Galaxy comic series, he shields his mind from an amped Moondragon's telepathy. A normal Moondragon in another (earlier) comic issue was even in a mind-hax fight with Doctor Strange, who mind-haxxed a Dark-Dimension amped Low 1-A Umar.
2. He has resisted Emma Frost's Telepathy with ease (and passively) on 2 occasions. Emma Frost is confirmed to be equal to Xavier, who fought the Phoenix Force (which is Low 1-A) itself in a mind battle "across the infinite planes of existence".
3. Also not on his profile (yet, though I am putting it in a CRT I am working on), but when he and Scarlet Witch fought a slightly weakened Chthon, he was using his telepathy to "hold [Scarlet Witch's] mind together", even though she resisted the Serpent Crown in a mental battle across endless dimensions. This particular mind-hax feat is 2-A/4-D at minimum, but considering this was Chthon, an Elder God who is High 1-A, even though he was only slightly weakened...you get the idea. Also, Doom was completely fine during this situation.

His offensive mind-hax is not passive, his resistance to Low 1-A mindhax is, as he has passively resisted Emma Frost twice, and she is a Xavier-level telepath.

I mean it's far stronger than his base power but Doom seems able to resist its P&A.

The only 2 people who have ever mindhaxxed Doom are Sentry (whose telepathic powers are stronger than Xavier's) and the Marquis of Death, a Low 1-A godlike being whose weaker alternate self mind-haxxed Galactus, who laughed off Xavier's mind hax.

Actually, while his mind-hax isn't passive, Doctor Doom using (likely magic) mind-hax to hold Scarlet Witch's mind together against Chthon's Madness hax in Darkhold: Omega seems to have been done pretty easily by him.

It was not done passively, but he was apparently doing so with just his mind as the scan shows.

People with Low 1-A telepathy (Emma Frost and Moondragon) can't read Doom's mind, even when they aren't actively attacking his mind.

And this is all I found on Heart's profile: Mind Reading (His Heart Reading ability allow him to read one's thoughts, emotion, and state of mind), Analytical Prediction & Information Analysis (By read one's thoughts, emotion, and state of mind, Hearts can gather informations, foresee his opponents' intentions and attacks, allowing him to easily dodge or counter their attacks such as Hit's Time-Skip attacks).

Yes, IF he gets to transform.

But Doom could mind-hax him before he transforms. Or body-swap with him (which he can do with a thought). Or absorb his energy. Or transmute him then absorb him.

Also, Hearts one-shots in AP, so he may not transform.

Passive Power Null is just another win-con in this inconclusive match.

Also, in Marvel, basic magic has been stated at least twice to be capable of destroying souls, which Hearts has no protection against.

So Doom can destroy his soul with simple magic blasts.

Luckily, Doom might well get resistance to Concept Manipulation since, in the Marvel Magic sandbox that I'm working on, even basic magic is concept manipulation, and Doom has taken magic attacks many times, so he would resist concept manipulation.
