How is the tier 0 proposal going? Who is winning?
Technically Ultima, but there's still plenty of discussion to be done, to the point that it's rather difficult to say who's really winning.

There are also plenty of voters who haven't re-read the thread and it's current arguments, so in reality, the currently perceived "vote gap" is likely far slimmer than it appears.

However, technically speaking, only the Administrator and above can vote on a site-wide revision?
 
Personally neutral about it. I personally believe anything attempting to be the 'pinnacle' of how we scale fiction by any metric will inevitably fall short of the 'limitlessness' of the possibilities of Fiction, unless it directly incorporates that into it.
 
Since I come from a place where the same tier as proposed tier 0 is going for like the past two years, I don't really care about whether everything will change or not. All I care about is Bernkastel getting above Beatrice because what the hell, she ain't weaker than her in neither forms☠︎︎

so If all those who are neutral decided to disagree then it would go 7-6. So unless someone who agrees with the proposal changes their opinion, then everything indicates that the change will be applied
