I doubt Saitama retained his strength. He was so strong that a sneeze blew away Jupiter so I kind of doubt he's at that level right now. Unless he can still subconsciously hold back that much I guess.

It's truly possible and reasonable to think he only used serious punch on Earth because Blast was there. He seemingly judges Blast to be strong, He believed that he can handle Empty Void himself after learning he got Garou's powers.

Did Saitama even know what Blast's powers could do? Even if he thought Blast was strong, I doubt he thought Blast was strong enough to divert a completely bloodlusted punch from him, given he wasn't and needed help from dudes Saitama did not know existed.

He thought he can defeat Empty Void who is stronger than Garou. Which means he actually believes him to be strong. Saitama saw a glimpse of his speed against Flash, he also knew he can teleport(also that doesn't mean Saitama knows these portals have limits).
 
He used Serious Punch cause bro was pissed. He realized that he shouldn’t mess with Garou now and should’ve gone straight for the knock out from the beginning

This is the first we ever see Saitama legitimately emotional and angry, which is confirmed by narration statements about his exponential growth.

Completely irrelevant and wrong. His first serious punch and second serious punch wasn't even really serious according to Saitama himself.

Though I can't say that he was actually going for a kill or that he was ready to destroy the Earth considering Blast who can teleport is there who he deems as strong.

Then Garou should be DEAD!Saitama can holdback himself to not kill humans or overgrown Rover, he can contain himself to not kill Garou but still use enough power to beat him up

no, it was not, Saitama even used his serious side jumps against Sonic, and Sonic didn't die even when he was hit directly.

Yeah guys Saitama TOTALLY wasn't serious and trying to kill Garou when the whole point of killing Genos was to draw his full power for Garou to copy and the narrator states directly that he underwent an surge of emotion due to Genos death not to mention the several panels of Saitama being genuinely pissed off...

"Underwent a surge of emotions"that does not say he was at full power, if he was going all out, he should have killed Garou, either in the middle of the fight or at the end of the fight (and we know his growth is so great he surpassed Garou in a very short time)
