0.08 seconds doesn't make sense for a time frame
The fastest possible conscious human reactions are around 0.15 s, but most are around 0.2 s. Unconscious, or reflex, actions are much faster, around 0.08 s because the signal doesn't have to go via the brain. Reflex actions occur in response to danger, for example moving your hand away from something hot or blinking when something moves quickly towards your eyes.
0.08 doesn't really apply here. If you want the camera thing the best you got is this
Television. When you produce video for television, it's best to stick between 24 and 30fps. This ensures that your videos look realistic and fit what people expect from broadcast television. Live broadcasts, such as news and sports, are almost always shot at 30fps, whereas TV shows and movies are usually shot at 24fps.
But even then the narration boxes did not mention anything about camera. Just that all parties besides those directly present thought it was esper stuff. So using a camera FPS seems iffy as well.
 
Its probably going to be more like 45% SoL to be more accurate. The camera thing isn't backed by the narration, its just something somewhere here said.
 
At any kind of vast speed, cameras won't be able to see what's actually happening, just a blur.

So I don't get this logic. It's not like they're moving before they're captured in even one frame of a 24 fps camera (although they most definitely are moving fast enough).

The problem is that it's a huge ass formation. What looks 'right next to it' by comparison is easily a few kilometres.

I mean, in a futuristic world with advanced and more powerful technology, the fight that had a range of hundreds of miles was never detected and was considered a "phenomenon".

If a camera could see fight blurs I doubt it would be considered something simply supernatural from nature

Because everything is really far away. The helicopter that got the image was still hundreds of kilometers away and everything nearby was leveled. Look at this picture. Now imagine in the very distant background the feat happened. The camera cannot pick up objects that small in detail from such a distance away.
 
You wouldn't even see blurs on a camera if something is moving at half the speed of light, especially not if it's actively recording an event at a great distance.

The narration was clearly coming from the live recording from the TV.
 
The narration is from an omniscient third person narrator, not something that happened in-universe. The people there couldn't see the three, but that was because they're incredibly far away as well.
This is literally what it said: "We've just now received a live footage from Z-City! What on Earth is that? A mysterious large glowing object is drilling into the Earth... Ah! It's... It's disappearing! The mysterious wall that has been covering Z-City... is starting to vanish!"

Does this sound like an "omniscient third person narration" that happening in the universe?

I was originally talking about that page. In that page, there is a page that shows Suiko and Suiryu watching the TV. We already know that what they were watching was recorded by a live camera. In that same page in the recent chapter, it says that all parties reported the same thing. If we are going based off of reactions, the camera FPS can be used.
 
I get what you're going for then. Though at that I still don't think it ends up meaning much, since its not like you could pick up three people with a camera from that distance away in the first place.

Can't we still use camera's perception because they were able to pick up the light? That's all we need for a timeframe right?

The issue though isn't that the camera didn't pick up the fight, but that they're thousands of kilometers away and you're suggesting that the camera's should pick up human sized targets moving at some percentage of lightspeed.
I don't mean to be repetitive, but what about that Individual Black Sperm thing, with their fusion being Low 6-B ? Are we going to use it ?
You can make a CRT, but I wouldn't do anything until the manga covers if they're be a single BS cell left like with the manga.

Also I feel its a rather big multiplier with no feats behind it currently.

Ok, I noticed something. The size of the energy orb that Homeless used to perform the 6 C attack was smaller than the one HE used against AS with Sun Blade. So, I think the scaling chain stands like this.

HE<AS with Sun Blade<Golden S</= Awakening Breath Bang < Asleep Garou < Semi- Awakened Garou =Flashy Flash=Platinum S
