It's not the most clear cut scaling imaginable. Something like Cthulhu or D&D is clear cut. OPM to get 5D requires multiple assumptions about things we don't know about as of now.
We rate him at his feats and statements, which are 4-A/3-C and not Tier 1. You not understanding how the system works isn't us lowballing something.

The the dimensions have significant size, that time is a geometric dimension and that God's transcendence over the lower spaces counts as a qualitative gap.
Technically you can have feats for a location. The Abyss in D&D has a 2-A feat and it's a location. But generally the correct term would be statements.

People are jumping the gun rn though. Nothing from the recent chapter upgrades the verse above the current tiers. It just hinted that upcoming chapters will probably get better feats.

We use plenty of statements for Saitama and other profiles. It's just none of those statements give anyone Tier 1 AP.

This what happens when community that knows nothing about how Tier 1 works gets higher-dimensional statements suddenly lol.
Earth's dimension is 3-D.
God's dimension is 4-D since it's higher than that. We can also presume it's above 3-D distance, energy, and size given interference from there ignores those properties. However, time isn't mentioned.
There's nothing that proves that time doesn't encompass both of those dimensions. As far as we're concerned everyone in the verse is affected by the same stream of time. So nobody scales to some kind of higher temporal dimension unless we get further statements to support that.
It's potentially likely that God transcends time or has some kind of superior control over time given Garou said it was an ultimate god technique to time travel but there needs to be more clarification.
OPM cosmology is 4 (spatial) + 1 (temporal) dimensional in totality.

I've seen many threads, including one where I was arguing with one of the mods in Summer Rendering thread (Qaw, if I recall correctly), about time encompassing four spatial dimensions constitutes 5D. The only thing left would probably be for Saitama or God to nuke all the four dimensions including time.
I could be wrong though.
