I do not think so. The fact that Sweet Mask can "Tear the Sky" should be taken literally. I believe that 3-A for the Sweet Mask is normal and does not have any contradictions. And if it does, then it can be considered the usual plot armor.

I believe it's unaccepted because the wording is pretty vague. But I believe the wording is supposed to refer to other Monster's that have showed up in the databook before that page. Any Monster's that showed up pre-Kabuto in the book should be vastly weaker than him, if the databook is to be trusted.
