Yes, it’s a possible feature of telekinesis, which she already has
there is no ability called cell manipulation. The next closest thing is biological manipulation, which she obviously doesn’t have.

EXACTLY, this is just an upgrade for her power.
No, not every tk user can directly damage the cells, and this is WHY cel manip is a rare variation of telekinesis, but still, its cel manipulation.

If there is bone breaking SFX or something like "crack crack" then Tatsumaki probably has Healing or Regen since she is completely fine afterwards

So there's no "Cell Manipulation", but Tatsumaki gains a pretty good precission feat. Plus maybe another extrasensorial perception feat because she can sense telekinetic wavelengths?

Tatsumaki is really good at quick thinking and using the basics of an esper, almost feels like a fight between stand users.
I'm not sure what exactly the esper dude did to get her to bend like that, but sadly the sfx didn't get translated (even if the font used seems to imply a very brutal sound, likely bones breaking ). Should still be body control or elasticity even then.
Tatsumaki should get her ability to tell people apart by their telekinetic signatures in her ESP and limited power mimicry for being able to copy them.
Should also note in her Telekinesis section she has been shown to target small objects inside people with her powers if she can sense them. Could also be argued she can attack people from inside (dura negation).
