Rainbows are passive and Strange doesn't start with Timestop

You mean like when every time someone stays near weather, he doesn't get turned into a snail?

He has to activate the Stand first.
 
Weather Report passively protects it's user. That's why Weather couldn't kill himself. Heavy Weather will most definitely create rainbows when the match starts.
 
Strange doesn't open with it in Infinity War tho. Even when fighting against Thanos, the former commented about how Strange didn't use his most powerful weapon.

Strange only used the Time Stone in Doctor Strange because he had a plan to use it against Dormammu.
 
This is pre infinity war Strange so how his character acts in infinity war is irrelevant, he's not as confident in his abilities by that point

If Strange BFRs him at the start of the battle then he wins, otherwise Weather snails him passively. Strange has about as long as it will take him to glance upwards, touch any of the snails, or touches one of the rainbows. Which is not long, but long enough for it to not be a stomp.

Thus, I vote Weather
