The same logic for Caine can be applied to Slenderman.The "should be" on both profiles justifying the correlation in stats is based on something like context, portrayal, and/or the nature of the writing. I'm not familiar with Slenderman, so I can't dive into the specifics of his ranks, but for Caine, the reason is because he is the god of his digital world in which he created the bodies of characters, and those characters have feats yet the resulting level of power isn't written as out of the ordinary and defying what basic characters in the setting are expected to have. In some settings, due to small differences compared to ones like The Amazing Digital Circus, the scaling is only a likelihood rather than something to be confidently written. I don't think there is a single answer that suits all fictions.
