Should SHuman Gorath be higher than 2-C?

1: SHuman Gorath reigns supreme in the Cancerverse, which has been said to exist beyond the Marvel multiverse, and contains "countless" worlds within it.

2: Dormammu at his peak, is high 1-B. If we're scaling, then it must be noted that Dormammu, himself, has admitted that his powers pale in comparison to SHuman Gorath.

Wouldn't this put SHuman "at least high 1-B" or perhaps higher, due to his existence outside of the Marvel Multiverse?

1) SHuman-Gorath is 2-A. Not 2-C.

2) Dormammu is High 1-B when amplified by the Cosmic Axis. Nobody scales to that, apart from Umar with the same amp. Dormammu has only stated SHuman-Gorath is superior to him without that amp.

Tracer is correct, and although SHuman-Gorath is stronger than regular Dormammu, it likely isn't to an infinite degree, or at least we have no proof of this.
