Serge tier 1 key

So I have been looking for the scans that show where this happens but I can't find them.

"Low Complex Multiverse level with the Chrono Cross (Merged all universes into a higher-dimensional plane)"

Could somebody please provide the scans for this, whether it is agreed upon or not as a stat that is to be kept. It would be highly apprieciated.

Chrono trigger used to be Tier 1, it got downgraded though

Well Lavos did, iirc they decided to keep a possibly tier 1 key for the chrono cross on serge though, but I still can't seem to find the origional scans or video for the statement above that initialy gave that tier. I would really like to see them for myself if possible from anybody who has them.
