Based on re-reading some of the stuff in her stories :

239: After She would lose to the stronger avatars, but be at least comparable , if not slightly superior in comparison to 343 in both Pre & Post-Training.

• Neverwere wiped out the entire foundation, supposedly including SCP-343 , with a thought and SCP-239 effortlessly brought it right back.
• Implied to be a threat to SCP-3812 based on his interaction with a "whole" 239 , and Post-Training should be superior to when that occurred
• Stated outright to be capable of ending every other SCP with a thought.

The reason i didn't put 682 where #1 is because 343 would get rid of his immortality
