Scaling Attack Potency for Mutants and Masterminds (third ed) RPG, help?

I've been trying to find a method for scaling the attack potency for the different power levels in Mutants and Masterminds. But I'm not sure HOW

My first idea was to use material destroyed, but they measure in terms of PENETRATION (The thickness of the material) rather than the volume like this wiki does, so translating didn't work.

Then I thought maybe measuring the area of an attack could work, but... in Mutants and Masterminds, you divide points between the AOE, and the damage. Which means you could have a blast with an AOE of over 3'000 feet... that does absolutely no damage.

So THAT didn't seem to be applicable either.

Maybe someone here could help? Maybe you'd know a method I could use for power scaling their AP?
